Car Seat Program The health department is able to distribute car seats to families and children who would otherwise be without a car seat, or using an unsafe or inappropriate car seat, through a combined program from the Ohio Department of Health and the Ohio Department of Public Safety. Parents must view an educational video and are instructed in proper car seat use prior to receiving a car seat. One member of the health department staff is a certified car seat technician.
